The date that decides an EC's terms is when the government tender for its land closed, not when the EC launches and not when you buy. MND's rule: "These measures will apply to all EC Government Land Sale sites with tender closing dates on or after 8 May 2026." On those sites the MOP is 10 years, the Deferred Payment Scheme (DPS) is not offered, and first-timers get 90% of units for two years. On every site whose tender closed before 8 May 2026, the MOP stays at 5 years and the developer may still offer DPS, even if the project launches in 2027 or later.
Of the 16 EC sites tendered since 2021, 14 closed before 8 May 2026 and keep the old terms. Two are on the new terms: Canberra Drive and Admiralty Walk.
Which ECs are on which rules
Dates are from HDB's tender releases and its register of EC sites sold, read on 30 Oct 2026. The terms in each row are worked out from the tender dates with our rules script. The income ceiling is the one HDB applies to a new unit bought from the developer on or after 24 Aug 2026.

| Woodlands Drive 17 (Woodlands E10) | 13 Jan 2026 | 20 Jan 2026 | Not yet named | 5 years | May be offered | $16,000 |
| Miltonia Close | 14 Apr 2026 | 21 Apr 2026 | Not yet named | 5 years | May be offered | $16,000 |
| Canberra Drive | 1 Oct 2026 | 15 Oct 2026 | Not yet named | 10 years | Not offered | $18,000 |
| Admiralty Walk | 17 Dec 2026 (scheduled) | Not yet awarded | Not yet named | 10 years | Not offered | $18,000 |
"May be offered" means the rules allow the developer to offer DPS; whether a given project does is the developer's choice. Ask the developer. Admiralty Walk's tender is still open, and its row uses the closing date in HDB's launch release. "Not yet named" means no HDB page gives a project name yet.
HDB's own EC page uses the same test: "EC with 10-year MOP (projects where the land sales tender closed on or after 8 May 2026)."
What DPS was, and what replaces it
MND describes the scheme as it ran before the change:
"Under the DPS, EC buyers pay 20 percent of the purchase price upfront, with the remaining 80 percent deferred until the project obtains its Temporary Occupation Permit, rather than making progressive payments based on construction milestones under the Normal Payment Scheme. Buyers who opt for the DPS would generally incur a 2 to 3 percent premium over the EC unit purchase price."
For sites tendered on or after 8 May 2026, MND says "developers can no longer offer the DPS for uncompleted ECs. The Normal Payment Scheme will apply to all EC home buyers."
Under the Normal Payment Scheme, the price is paid in stages set by the Housing Developers Rules (Form 5), as construction notices arrive:
| Stage | When it is due | Share of price | Paid so far |
|---|---|---|---|
| 1 | On signing the sale and purchase agreement, or within 8 weeks of the option (booking fee included) | 20% | 20% |
| 2(a) | Foundation work, including pile caps, completed | 10% | 30% |
| 2(b) | Reinforced concrete framework completed | 10% | 40% |
| 2(c) | Partition walls completed | 5% | 45% |
| 2(d) | Roofing and ceiling completed | 5% | 50% |
| 2(e) | Door and window frames in; wiring, plastering and plumbing completed | 5% | 55% |
| 2(f) | Car park, roads and drains completed | 5% | 60% |
| 3 | TOP or CSC received, and the building, roads and utilities completed | 25% | 85% |
| 4 or 5 | Around CSC, the Final Payment Date and legal completion | 15% | 100% |
The booking fee is set by rule 8 at "not less than 5% but not more than 10% of the purchase price", and it counts inside stage 1.
Under DPS, 20% is paid before TOP. Under the Normal Payment Scheme, 60% is paid before TOP, in steps as construction progresses. Any part of those steps paid with a housing loan is drawn down, and repaid, while the project is still being built.
What the 10-year MOP restricts
For sites with tender closing on or after 8 May 2026, MND states:
"With the extension, buyers of new ECs will need to fulfil a 10-year MOP before they can rent out their whole unit, purchase another residential property, or sell their EC unit to SCs and PRs. After the 15th year, EC homeowners can sell their EC unit to any buyer."
For sites tendered before 8 May 2026, the earlier terms continue:
"Currently, buyers of new ECs must fulfil a five-year MOP, before they can sell their EC unit on the open market to Singapore Citizens (SCs) and Permanent Residents (PRs). After the 10th year, EC homeowners can sell their EC unit to any buyer, including foreigners and corporate entities. During the MOP, they are not allowed to rent out their whole unit or purchase another residential property."
HDB counts an EC's MOP from TOP, not from the date you sign. On a new-terms site, a buyer who plans to move on to a private home is committing to the EC for 10 years after it is completed; on an old-terms site, 5 years.
The first-timer quota
MND's change: "MND will increase the FT quota from 70 to 90 percent, and extend the priority period from one month to two years."
The old terms, which still apply to sites tendered before 8 May 2026: "Currently, developers must reserve 70 percent of EC units for FTs during the first month from the project's date of launch. After this one-month period, developers can sell the remaining units to all eligible buyers, including second-time buyers."
For a second-timer, the effect on a new-terms site is that at most 10% of units are open to you during the first two years after launch. On an old-terms site, the remaining 30% is open from launch, and every unsold unit after the first month.
Why there are two cutoff dates
The MOP, DPS and quota changes follow MND's 8 May 2026 cutoff. The income ceiling follows a separate HDB cutoff of 24 Aug 2026:
"The monthly household income ceiling for households looking to buy a new EC unit from property developers will also be raised from $16,000 to $18,000. The revised income ceiling will apply to new units in ECs with land sale tender closing dates on or after 24 August 2026. The revised income ceiling will not apply to balance units in existing ECs, or new units in ECs with land sale tenders awarded before 24 August 2026."
The two sentences use different events. The $18,000 ceiling depends on when the tender closed; the $16,000 ceiling depends on when it was awarded. A site whose tender closed before 24 Aug 2026 but was awarded on or after that date would fit neither sentence, and for that case the only reliable answer is HDB's. No site in the table falls in that gap: Miltonia Close was awarded on 21 Apr 2026, and Canberra Drive's tender closed on 1 Oct 2026.
The two cutoffs give three groups:
| Tender closed | MOP | DPS | First-timer quota | Income ceiling |
|---|---|---|---|---|
| Before 8 May 2026 | 5 years | May be offered | 70% for 1 month | $16,000 |
| 8 May 2026 to 23 Aug 2026 | 10 years | Not offered | 90% for 2 years | $16,000 if awarded before 24 Aug 2026; otherwise confirm with HDB |
| On or after 24 Aug 2026 | 10 years | Not offered | 90% for 2 years | $18,000 |
No EC site tender closed in the middle window.
Questions buyers ask
Does an EC launching in 2027 still offer DPS?
It depends on when its land tender closed, not on the launch year. Sembawang Road, Woodlands Drive 17 (Woodlands E10) and Miltonia Close were awarded between Sep 2025 and Apr 2026 and had not been named by HDB on 30 Oct 2026. Their tenders closed before 8 May 2026, so whenever they launch, the developer may offer DPS and the MOP is 5 years. Canberra Drive and Admiralty Walk are on the new terms: no DPS and a 10-year MOP.
Is DPS gone only for HDB upgraders?
No. MND's wording is "The Normal Payment Scheme will apply to all EC home buyers." On a site tendered on or after 8 May 2026, no buyer can take DPS, whether a first-timer, a second-timer or an upgrader from an HDB flat. On a site tendered before that date, the scheme is still open to any buyer if the developer offers it.
Does the 2 to 3% DPS premium still apply?
Only where DPS is still offered, on sites tendered before 8 May 2026, and only if you choose it. MND says buyers "would generally incur a 2 to 3 percent premium", so it is a typical range, not a fixed charge. Ask the developer for the price of the same unit under each scheme. On new-terms sites there is no DPS, so there is no DPS premium.
What income ceiling applies to a balance unit in an existing EC?
$16,000. HDB says the $18,000 ceiling "will not apply to balance units in existing ECs". A balance unit also keeps its project's MOP and DPS terms, which follow the site's tender date in the table.
Does the 10-year MOP apply to ECs I already own?
Not if your EC's land tender closed before 8 May 2026. MND applies the change only to sites with tender closing dates on or after that date. Units already bought on older sites keep the 5-year MOP.
Before you choose an EC
Which site an EC sits on sets how long you hold it, how much you pay before TOP and whether you can buy it as a second-timer in its first two years. If you would like these worked out for the EC you are looking at and your own budget, start a brief and we will go through them with you on a short call.
Rules checked against MND and HDB on 30 Oct 2026; tender dates from HDB's releases and its register of EC sites sold. Rules can change; HDB and the developer are the authorities on your own case.
